Under current federal law, new toilets must not exceed 1.6 gallons per flush (gpf). Toilets built before 1992 may use anywhere between 3.5 and 7 gallons of water per flush.
High-efficiency WaterSense toilets go beyond the standard and use less than 1.3 gpf.
