The 2003 Spring
Annual Town Meeting passed Article 40 which called for the formation
of a Committee to review the town's Charter in light of certain
recommendations made by the Massachusetts Department of Revenue
in its "Town of Walpole Financial Management Review" dated
September 2002 (the "DOR Report"). Article 40 directed
that the Committee be comprised of nine members, one elected by
the Representative Town Meeting Members from each of the town's
eight precincts and one to be appointed by the Town Moderator. Pursuant
to Article 40, the following individuals were so elected and appointed:
